USGIF Announces Six New Board Members For 2023-2024

The newly elected board members are Jackie Barbieri, Deborah Davis, Jeff Dawley, Stephen Gillotte, the Honorable Ellen E. McCarthy, and Dr. Enbal Shacham.

The United States Geospatial Intelligence Foundation (USGIF) is pleased to announce six new members to its Board of Directors. The newly elected board members are Jackie Barbieri, Deborah Davis, Jeff Dawley, Stephen Gillotte, the Honorable Ellen E. McCarthy, and Dr. Enbal Shacham.

New Board Members

Jackie Barbieri is the Founder and CEO of Whitespace, where she leads her team in translating the core principles of ABI into software and data solutions for finding the invisible instantly. Prior to founding Whitespace, Jackie led the ABI practice at Logos Technologies, where she worked closely with NGA on tradecraft development and training. She has supported IC and DoD programs in various analytic and management roles. Jackie is obsessed with advancing methods for understanding our world, so that we can make it better. FULL BIO


Deborah Davis is a Vice President & General Manager with General Dynamics Information Technology (GDIT) and a member of the Intelligence and Homeland Security Division Leadership Team. Ms. Davis is the P&L Executive responsible for the Mission Solutions Sector (MSS), including technical, engineering, mission, and IT Enterprise solutions and services. She is the primary point of contact for MSS senior stakeholders and facilitates communication, integration, and delivery to achieve mission success. Davis is passionate about people, team, and community development and is the Chair of the GDIT PM Council. FULL BIO


Jeff Dawley currently serves as the Director of Intelligence Programs at Esri. In this role, Dawley manages Esri’s business development functions across the Intelligence Community. Prior to his current role, Dawley led Esri’s business with the National Geospatial-Intelligence Agency, Defense Threat Reduction Agency, and Arlington National Cemetery. He has over 18 years of experience working with geospatial technologies and mission systems supporting the Department of Defense. FULL BIO


Stephen Gillotte is the CEO of Reinventing Geospatial (RGi) which was founded with the central belief that delivering high quality geospatial solutions across the Defense & Intelligence Community is dependent on fostering a challenging, yet fun, environment that enables high potential engineers to perform at their peak. “Reinventing” means we must continually strive to do better through innovation, engagement, rapid delivery, and efficiency of use…we cannot, and do not, accept the status quo as a limiter. Stephen enjoys volunteering his time across the startup and small business community of interest leading and participating in key initiatives such as the USGIF Small Business Advisory Working Group, T-REX/Geospatial Innovation Center, and the STL Arch Grants. The Honorable Ellen E. McCarthy is the Chairwoman and CEO of the Truth in Media Cooperative. She is also an Adjunct Professor at the University of Maryland and sits on advisory boards for Penn State Applied Research Lab, Oak Ridge National Laboratory, SAP NS2, Fortem Technologies, Exiger, and Babel Street, providing first-hand insights on artificial intelligence, cybersecurity, effective leadership, driving innovation and digital transformation. Dr. Enbal Shacham is a professor and Associate Dean for Research at the College for Public Health and Social Justice at Saint Louis University and Associate Director for Strategic Initiatives at the Taylor Geospatial Institute. She has been intersecting health and geospatial research throughout her career. Her research has explored social and physical environmental factors and their impact on infectious and chronic diseases with the goal of leveraging technological advancements and data to improve health equity.
